Recreation and Culture Master Plan
The Township of Brock is requesting proposals for consulting services for a Parks, Recreation and Culture Master Plan.
The municipality presents three distinct urban areas, numerous hamlets, and beautiful countryside. While agriculture is our largest employer, a full range of commercial and industrial businesses are located within the urban areas of Beaverton, Cannington and Sunderland. The Township’s location on Lake Simcoe and the Trent-Severn Waterway make it a popular destination for tourists in both summer and winter. The Township has three Arenas located in each of the urban areas, two waterfront parks and various community centres throughout the Township.
Brock is a lower-tier municipality in the Region of Durham and completed their last Parks and Recreation Master Plan in 2012. The Township is poised for significant growth soon and requires a comprehensive plan that results in a strategic, creative and detailed Master Plan to ensure healthy and vibrant communities in Brock where our citizens are engaged and active.
The responsibility for developing the Parks and Recreation Master Plan will rest with the CAO and Director of Public Works and Operations. The Parks and Recreation Master Plan will support the Township’s desire to meet the needs of residents across the age and stage spectrum and will support the Township’s commitment to a high quality of life that builds on the unique attributes that sets Brock Township apart. The project will need to engage the residents of the Township to build collaboration and partnerships to ensure the success of the plan.
The Township is seeking an innovative approach to parks and recreation master planning that will be demand driven and integrate the Townships mandate concerning parks and recreation while ensuring the priorities and implementation are fiscally appropriate for the Township. The Township will look for an approach that has regard for the provision of environmental sustainability, accessible parks and facilities and programs that meet the needs of the Township. The Master Plan must reflect the fact that the Township also provides recreation and leisure services for many non-residents from within or outside of the Township.
The Master Plan will guide service delivery, prioritize demands, assess current parks and recreation facilities, playgrounds and programs, existing user fees and cost recovery opportunities and future policy development and cultural services. This work will include consultation with Township staff. The plan will provide the necessary framework to manage and sustain trails, open space and parks, review recreation and leisure programs and facilities and related amenities in a cost effective, proactive manner which will be consistent with leading industry standards and best practices. The focus of the plan is for the next ten years.
